  Instructions for Requesting a Scope Inquiry on Petroleum Wax Candles from the People’s Republic of China  
Preliminary Results of Request for Comments on the Scope of the Petroleum Wax Candles
from the People’s Republic of China Antidumping Duty Order (75 FR 49475, Aug 13, 2010)  

On 8/02/2011, the Department of Commerce ("Department") published in the Federal Register (76 FR 46277) its clarified interpretation of the scope of the antidumping duty order on petroleum wax candles from the People’s Republic of China, which differs from its previous interpretation with regard to novelty candles (i.e. candles with holiday/religious/special occasion themes, and candles in the shape of identifiable objects). Guidance regarding novelty candles in relation to this clarified interpretation may be found in scope rulings from 2011 and later.
