Endorsement of Customs Procedures in Charging for its Services
In Foreign-Trade Zones Following Complaint of National
Association of Foreign-Trade Zones
Pursuant to its authority under the Foreign-Trade Zones Act of June 18, 1934, as amended (19
USC 81a-81u), and the Foreign-Trade Zones Board Regulations (15 CFR Part 400), the Foreign-
Trade Zones Board (the Board) adopts the following order:
The Foreign-Trade Zones Board, having considered the complaint of the National Association of
Foreign-Trade Zones submitted on April 29, 1974 concerning Customs' method in charging for its
zone services, the reports prepared for the Board thereon, including the report and
recommendation of the Committee of Alternates on the matter, concludes that the method used
by the US Customs Service in charging for its services performed in zones is in conformance
with the Foreign-Trade Zones Act (19 USC 81) and the Board's regulations (15 CFR Part 400).
In endorsing Customs' method the Board recognizes that zone security is a matter primarily
within the Treasury Department's jurisdiction. The Board urges that Department and directs
the Executive Secretary to cooperate with zone grantees and operators whenever possible in
their efforts to reduce operating costs.
