The Uruguay Round Agreements Act revised the Tariff Act of 1930, as amended, by requiring that antidumping and countervailing duty orders be revoked, and suspended investigations be terminated, after five years unless revocation or termination would be likely to lead to a continuation or recurrence of dumping or a countervailable subsidy, and material injury to the domestic industry.

The URAA assigns to the Department of Commerce the responsibility of determining whether revocation of an antidumping or countervailing duty order, or termination of a suspended investigation, would be likely to lead to a continuation or recurrence of dumping or a countervailable subsidy.
