   Approval for Export Manufacturing Activity (Personal Computers) Within
                                  Foreign-
                        Trade Zone 45; Portland, OR

                          Monday, August 24, 1992


Pursuant to its authority under the Foreign-Trade Zones Act of June 18, 
1934, as amended (19 U.S.C. 81a-81u) (the Act), and the Foreign-Trade Zones 
Board Regulations (15 CFR part 400), the Foreign-Trade Zones Board (the 
Board) adopts the following order:

Whereas, pursuant to § 400.28(a)(2) of the Board's regulations, approval of
the Board is required prior to commencement of new manufacturing/processing
activity within existing zone facilities;

Whereas, pursuant to § 400.32(b)(1), the Commerce Department's Assistant
Secretary for Enforcement and Compliance has authority to act for the Board in
making such decisions on new manufacturing/processing activity under
certain circumstances, including situations where the proposed activity is
for export only (§ 400.32(b)(1)(ii));

Whereas, the Port of Portland, grantee of FTZ 45, has made application
(filed 7-20-92, A(32b1)-6-92: Doc. 27-92, 8-7-92) to the Board on behalf of
Telecomp Computer Technologies, Inc., for authority to manufacture personal
computers for export under zone procedures within FTZ 45, Portland, Oregon;

Whereas, the FTZ Staff has reviewed the proposal and finds that the
criteria for processing the proposal under § 400.32(b)(1) are met and that,
upon consideration of the criteria enumerated in § 400.31(b), the proposal
is deemed to be in the public interest;

Whereas, based on the foregoing review and pursuant to § 400.32(b)(1), the
Executive Secretary recommends approval of the proposal;

Now, therefore, the Assistant Secretary for Enforcement and Compliance, acting
for the Board pursuant to § 400.32(b)(1), concurs in the recommendation and
hereby approves the request for authority to manufacture personal computers
for export under zone procedures at the Telecomp Computer Technologies,
Inc., plant within FTZ 45, Portland, Oregon, subject to the Act and the
Board's Regulations (as revised, 56 FR 50790-50808, 10/8/91), including 
§ 400.28.
