 Approval for Certain Manufacturing Activity (Flexible Pipe) Foreign-Trade
                           Zone 65, Panama City, FL

                          Wednesday, July 1, 1992


Pursuant to its authority under the Foreign-Trade Zones (FTZ) Act of June 
18, 1934, as amended (19 U.S.C. 81a-81u) (The Act), the Foreign-Trade Zones 
Board (the Board) adopts the following Order: 

After consideration of the request submitted by the Panama City Port
Authority, grantee of Foreign-Trade Zone 65, filed with the Foreign
-Trade Zones Board (the Board) on June 14, 1991, on behalf of Wellstream 
Corporation, for authority to use zone procedures to manufacture flexible 
pipe within FTZ #65, the Board, finding that the requirements of the 
Foreign-Trade Zones Act, as amended, and the Board's regulations would be 
satisfied, and that the proposal would be in the public interest if approval 
were given subject to a restriction requiring that privileged foreign status 
(19 CFR 146.41) shall be elected on foreign steel mill products upon 
admission to the general-purpose zone, if the same items are then being 
produced by a domestic plant, approves the application subject to the 
foregoing restriction.

This authority is granted subject to the FTZ Act and the Board's
regulations (as revised, 56 FR 50790-50808, 10-8-91), including section 
400.28.
