 			Foreign-Trade Zone 56--Oakland,
                    California Application for Expansion

                            Friday, May 17, 1991


An application has been submitted to the Foreign-Trade Zones Board (the 
Board) by the City of Oakland, California, grantee of Foreign-Trade Zone 
56, requesting authority to relocate and expand its general-purpose zone in 
Oakland. The application was submitted pursuant to the provisions of the 
Foreign-Trade Zones Act, as amended (19 U.S.C. 81a-81u), and the regulations
of the Board (15 CFR part 400). It was formally filed on May 9, 1991.

FTZ 56 was approved on April 18, 1980 (Board Order 155, 45 FR 27802,
4/24/80). It currently involves 8 acres at 633 Hegenberger Road, Oakland,
and 185,000 square feet of general-purpose zone warehousing space at the
Oakland Commerce Center (OCC), 9401 San Leandro Street, Oakland.

The grantee is now requesting authority to relocate the entire zone project
to the OCC complex, which covers 20 acres and has 500,000 square feet of
warehousing space. OCC is owned and operated by Pacific American
Warehousing and Trucking Company. No manufacturing requests are being made
at this time. Such requests would be made to the Board on a case-by-case 
basis.

In accordance with the Board's regulations, an examiners committee has been
appointed to investigate the application and report to the Board. The
committee consists of: Dennis Puccinelli (Chairman), Foreign-Trade Zones 
Staff, U.S. Department of Commerce, Washington, DC 20230; Paul R. Andrews, 
District Director, U.S. Customs Service, Pacific Region, 555 Battery Street,
San Francisco, California 94126; and Colonel Stanley G. Phernambucq, U.S. 
Army Engineer District San Francisco, 211 Main Street, San Francisco, 
California 94105-1905.

Comments concerning the proposed zone expansion are invited in writing from
interested parties. They should be addressed to the Board's Executive
Secretary at the address below and postmarked on or before July, 1, 1991.
