   Foreign-Trade Zone 45 -- Portland, OR; Application for Subzone, 
Continental Mills, Pendleton, OR 
 
TEXT: An application has been submitted to the Foreign-Trade Zones Board 
(the Board) by the Port of Portland, grantee of FTZ 45, requesting special-
purpose subzone status for the food products processing plant of Continental
Mills, Inc., located in Pendleton, Oregon. The application was submitted 
pursuant to the provisions of the Foreign-Trade Zones Act, as amended (19 
U.S.C. 81a-81u), and the regulations of the Board (15 CFR part 400). It was
formally filed on August 3, 1990. 
 
   The proposed subzone site (10 acres) is located on Highway 30 and 
Westgate Road within the Port of Umatilla's 73-acre Pendleton Industrial 
Park in Pendleton. The subzone operating facility will consist of a 40,000 
square-foot food processing plant, which produces baking mixes. Continental 
Mills proposes to use subzone status for the blending of foreign skim dried 
milk powder items with domestically sourced ingredients, including wheat 
flour, shortening and sugar. The mixes made under zone procedures would be 
exported. Subzone status would help Continental Mills compete in the premix 
market in Japan and the Pacific Rim and to expand into the export market 
for finished retail and food service items. A price differential on skim 
milk powder that results in a significant cost advantage for foreign 
competitors is noted.  
 
   In accordance with the Board's regulations, an examiners committee has 
been appointed to investigate the application and report to the Board. The 
committee consists of: Dennis Puccinelli (Chairman), Foreign-Trade Zones

   Comments concerning the proposed subzone are invited in writing from 
interested parties. They should be addressed to the Board's Executive 
Secretary at the address below and postmarked on or before September 24, 
1990.
