Foreign-Trade Zone 83; Huntsville, AL; Application for Expansion
TEXT: An application has been submitted to the Foreign-Trade Zones Board
(the Board) by the Huntsville-Madison County Airport Authority (the Airport
Authority), grantee of Foreign-Trade Zone 83, requesting authority to
expand the zone to include additional acreage at the Huntsville
International Airport, within the Huntsville Customs port of entry. The
application was submitted pursuant to the provisions of the Foreign-Trade
Zones Act, as amended (19 U.S.C. 81a-81u), and the regulations of the
Board (15 CFR Part 400). It was formally filed on December 22, 1988.
The Huntsville zone was approved on February 24, 1983 (Board Order 209,
48 FR 9052, March 3, 1983, and presently covers 1,313 acres at the airport.
The grantee has requested authority to include five adjacent tracts (234
acres) located at the intersection of Wall Triana Highway and James Record
Road. The expansion is being requested because much of the area presently
authorized for zone activity is being utilized for operations that do not
presently require zone procedures, and the grantee needs more space to
accommodate interested zone users.
No manufacturing approvals are being sought in the application. Such
approvals would be requested from the Board on a case-by-case basis.
In accordance with the Board's regulations, an examiners committee has
been appointed to investigate the application and report to the Board. The
committee consists of: Joseph Lowry (Chairman), Foreign-Trade Zones Staff,
U.S. Department of Commerce, Washington, DC 20230; David L. Willette,
District Director, U.S. Customs Service, South Central Region, 150 North
Royal, Suite 3004, P.O. Box 2748, Mobile, Alabama 36652; and Colonel
Edward A. Starbird, District Engineer, U.S. Army Engineer District,
Nashville, P.O. Box 1070, Nashville, Tennessee 37202-1070.
Comments concerning the proposed expansion are invited in writing from
interested parties. They should be addressed to the Board's Executive
Secretary at the address below and postmarked on or before February 21,
1989.
