Application for a Special-Purpose Subzone-Industry Impact Study; Chicago
TEXT: This notice concerns the application of the Chicago Regional Port
District, grantee of Zone 22, filed by the Foreign-Trade Zones Board on
May 11, 1981, requesting authority to establish a foreign-trade subzone
at the UNR-Levitt steel tube plant in Chicago (46 FR 27364, 5/19/81). A
public hearing was held on the matter on June 18, 1981, and the open
record period for comments was extended to September 1, 1981 (46 FR 38736,
7/29/81). During the open record period a number of comments in
opposition were received from the domestic steel industry.
In order to assist the examiners committee in its evaluation of the
proposal, the Board's Executive Secretary requested from the Bureau of
Industrial Economics, U.S. Department of Commerce (BIE), an economic
analysis as to the impact on the national economy and competing domestic
industry of allowing the steel tube plant to operate under foreign-trade
zone procedures. The analysis was completed on January 4, 1982.
Notice is hereby given that the application record has been reopened to
parties of record for comments on the BIE economic impact report. Comments
should be submitted with 12 copies and must be received or postmarked by
February 26, 1982.
The report is available for inspection at the Reading Room of the
Office of Enforcement and Compliance, U.S. Department of Commerce, 14th and
Constitution Ave., NW, Room 2804, Washington, D.C. 20230 (202-377-1248).
