Proposed Foreign-Trade Zone, Baltimore, Md.; Application and Public Hearing
TEXT: Notice is hereby given that an application has been submitted to the
Foreign-Trade Zones Board (the Board) by the City of Baltimore, Maryland
(the City) requesting authority to establish a general-purpose foreign-
trade zone on the Baltimore Harbor, within the Baltimore Customs port of
entry. The application was submitted pursuant to the provisions of the
Foreign-Trade Zones Act of 1934, as amended (19 U.S.C. 81a-81u), and the
regulations of the Board (15 CFR Part 400). It was formally filed on
August 17, 1981. The applicant is authorized to make this proposal under
Article 23, Section 466-469, as amended, of the Annotated Code of Maryland.
The applicant proposes to establish a general-purpose zone project
within Holabird Industrial Park, a new 170-acre industrial and commercial
complex being developed by the City in southwestern Baltimore. The project
is designed to help attract new manufacturing and retain established
industries in accordance with City and State economic development plans.
Covering 20 acres, the zone will be located within the complex on Holabird
Avenue at Broening Highway. A developer/operator, will be selected by the
City to construct a multi-user building and open space will be reserved
for firms requiring their own facilities for processing and light
manufacturing.
The application contains evidence of the need for zone services in the
Baltimore area. Prospective tenants have indicated an interest in using the
zone for processing, assembly, light manufacturing, storage and
distribution of products such as machine parts, medical equipment, and
electronic components and products.
In accordance with the Board's regulations, an examiners committee has
been appointed to investigate the application and report to the Board. The

public hearing on September 15, 1981, beginning at 10:00 a.m., in the
Constellation Room, 2123 World Trade Center, 401 E. Pratt Street,
