Port of Portland, Oreg. Amended Application for a Foreign-Trade Subzone 
at the Beall Pipe Tank Corp. Facility in Portland.

Notice is hereby given that the Port of Portland, grantee of Foreign-Trade 
Zone No. 45, Portland, Oregon, has amended its application, filed on May 
30, 1979 (44 FR 34182, 6-14-79), for a foreign-trade subzone at the steel 
pipe manufacturing facility of the Beall Pipe and Tank Corporation (Beall) 
in Portland.

The original application requested subzone status for Beall's 27-acre 
plant site in northwest Portland which produces large-diameter steel pipe 
from imported coiled steel.  The proposal was opposed by the domestic 
steel industry.  The application has been amended to include only the 
firm's export operations within the requested subzone area.

Comments concerning the amended proposal are invited in writing from 
interested parties and organizations, particularly from parties of record.  
Comments should be addressed to the Board's Executive Secretary at the 
address below and be postmarked on or before April 4, 1980.
