SUBJECT: Alternate T&E Program Discontinued

The purpose of this memorandum is to advise field offices that use of the Alternate Transportation & Exportation (T&E) Program used for In-bond cargo movements within Foreign Trade Zones (FTZ) will be discontinued effective July 1, 2003. This memorandum supersedes the June 18, 2002, Memorandum “Alternate T&E Program-Extension”.

There was previously an operational need for the paperless Alternate T&E pilot program in which automotive FTZ's have participated. This pilot is being discontinued and replaced with current in-bond procedures and the ABI QP/WP Tinman process, which facilitates this type of cargo movement through an ACS function. This improvement to the ACS function and QP/WP is now available for testing and use. Trade partners are being notified.

This information should be brought to the attention of Port Directors, importers, bonded carriers, customhouse brokers, international carriers, and other interested parties. The public will also be notified via a notice posted to the Customs web page.
